Alaska revenue and spending - per capita

When Alaska has more money, it spends more, but the basic agency spending related to public services like school and health care have remained fairly constant over time. Until now, revenue has been sufficient to cover or nearly cover agency spending, and deficits were related to more discretionary activities like large capital projects. However, in 2015 and 2016 revenue has plummeted along with oil prices, and is now far below the cost to provide services.
